In making a film starring the Avenger Captain America, you would think they would choose a story from his long-running comic presence. Instead, Marvel may have chosen to adapt a story from "Incredible Hulk" #403, which came out in March 1993. The title "New World Order" may refer to the organization debuting in that issue, where Red Skull pulls together a group of villains to — what else? — take over the world.

In the issue, Bruce Banner investigates the New World Order and comes face-to-face with Juggernaut, who attacks him and takes him prisoner. By the time the Avengers come along, the group has manipulated the Hulk to attack them and become a distraction before Red Skull escapes. While the organization disappears, it could very well become a new replacement for the now-defunct Hydra in the MCU.

Of course, there are sure to be some changes made to the storyline if it is, in fact, pulled from the comics. For one thing, the MCU's Red Skull (Ross Marquand) was last seen acting as a sort of guide to those seeking the Soul Stone all the way on Vormir. Many storytelling wheels would need to be greased for him to return. More likely, Samuel Stern's the Leader could make his long-awaited return to the MCU and take the reins of the New World Order. But there is one thing from the comic we hope they leave in place.
